The decision-making institution of the SHCDF is the Council.The Council consists of leaders from Municipal Party Committee and Municipal Government,famous experts & scholars,and enterprisers.The SHCDF sets up Supervisory Committee, which is responsible for ensuring that the activities of the SHCDF conform to the state laws, regulations and the Charter of the SHCDF.

　　The SHCDF sets up the Secretariat as the routine office institution. Led by the Council and the Chairman of the Council,the Secretariat is in charge of organizing and carrying out detailed work of the SHCDF and makes reports to the Council. Under the Secretariat there are International Exchange Department, Program Granting Department, Accounting Department, Fundraising Department and Experts Evaluation Committee.
