Volunteer Management Method of Shanghai Cultural Development
Foundation (Tentative)
Chapter One General Principle
Article 1: The work defined by the mission of Shanghai Cultural
Development Foundation (hereinafter referred as the SHCDF) is to organize and
advocate people from all walks of life to voluntarily participate in the
construction of Shanghai cultural undertaking. In order to better manage the
work of volunteers, this method is thus established.
Article 2: The volunteers referred to in this Method are those
who voluntarily participate in various cultural activities organized by the
SHCDF and offer services and helps to the cultural undertakings in Shanghai out
of conscience, faith and responsibilities, but not material motive.
Article 3: Basic requirements for the volunteers of the SHCDF
are:
(1)Above age 18, healthy;
(2)High moral standard and spirit of social dedication;
(3)Abide by laws, regulations of the state; and
(4)Have the required skills and time to provide voluntary
services for related activities organized by the SHCDF.
Chapter Two Service Areas and Forms of Service
Article 4: Service areas that need volunteers are:
(1)Significant cultural activities;
(2)Public cultural activities of communities;
(3)Sino-foreign cultural exchange activities; and
(4)Other public activities related to cultural undertaking.
Article 5: Service manners of the volunteers are:
(1)Translation;
(2)Secretaries, archives;
(3)Lawful services;
(4)Financial management;
(5)Program design;
(6)Ceremonial reception;
(7)Tour guide services;
(8)Logistic ensurance; and
(9)Others.
Chapter Three Rights and Obligations of the
Volunteers
Article 6: Rights of the volunteers are:
(1)To take part in trainings provided by the SHCDF which are
related to the service activities;
(2)To have access to necessary facilities and safeguarding
measures for taking up the voluntary services.
(3)Have priorities to benefit from services offered by
volunteer organizations and other volunteers;
(4)To propose suggestions and ideas for volunteer service work
to the SHCDF; and
(5)Other rights endowed by related laws and regulations.
Article 7: Obligations of the volunteer are:
(1)To realize his commitment to voluntary services, accept
supervision, take an active part in the service activities arranged by the
management organ of the SHCDF;
(2)Not to do anything in pursuit of profits or that breaches
social morality in the name of volunteers;
(3)To voluntarily protect the image of the volunteers of the
SHCDF; and
(4)To assume other obligations stated by related laws,
regulations and other rules.
Chapter Four Applying to Join and Leave
Article 8: The SHCDF accepts the volunteers' application for
joining the Foundation throughout the year.
Article 9: According to the information publicized on the web
site of the SHCDF and through other media, the volunteers can download or
request at the Foundation for the application forms, to be filled in and
submitted to the SHCDF by hand, post, or e-mail.
Article 10: If the application is approved by the Secretariat
of the SHCDF, the applicant will need to complete more related forms before
being registered as a volunteer of the SHCDF.
Article 11: Before undertaking the voluntary services, the
SHCDF signs contract of voluntary services with the volunteers.
Article 12: Should any special circumstances arise so that the
volunteers are no longer able to offer voluntary services, the volunteers must
submit a letter of explanation to the SHCDF.
Chapter Five the Management of Volunteers
Article 13: The volunteer management division of the SHCDF
provides supervision and services for the registered volunteers.
Article 14: The SHCDF sets up information database for the
registered volunteers, forming a system of classified management and unified
allocation of responsibilities.
Article 15: When taking part in the service activities, the
volunteers of the SHCDF must wear unified batch.
Article 16: To encourage the volunteers who offer excellent
services with outstanding performance in the activities, the SHCDF takes the
following measures:
(1)Feedback the Foundation's record and evaluation on the
volunteer's performance and achievements to his or her unit or community, or
publicize his or her achievements in the magazine or on the website of the
SHCDF;
(2)Recommend excellent volunteers to the organizations like
Shanghai Volunteer Association, Shanghai Youth Volunteer Association and
Shanghai Youth Literature League for appraisals of related awards;
(3)As an organization of public cultural activities, the SHCDF
can be a voluntary program base for students and give evaluation on the quality
volunteers' services;
(4)Those outstanding volunteers, after mutual selection, can
become the employees of the SHCDF's standing organs of cultural activities;
(5)To recommend excellent volunteers to organs like talents
exchange center of publicizing and cultural system in Shanghai, and guide them
into the cultural talent market;
(6)Give volunteers top-priority to opportunities of going
overseas to attend international cultural exchange activities;
(7)Under the same condition, priority is given to the
volunteers if they apply for grants of the SHCDF.
Article 17: If the volunteers do not implement the terms in the
contract of voluntary services or cause serious unfavorable influence, the SHCDF
will remind, educate them or cancel the registered volunteer status depending on
the actual situation.
