BIOGRAPHY
Born in Xian,Shanxi province,Liu Linghua has developed interests in fine
arts since childhood by imitating historic paintings of various kinds.His
personality has been influenced deeply by ancient culture of Changan.In the year
of 1984,he started learning Graphic Arts in Xian Academy of Fine Art,meanwhile
took great interests in oil painting,particularly in Impressionism represented
by Claude Monet and Van Gogh.During the period,he tried various artistic styles
of different kinds of works;several of his works have been awarded and
collected.It was from year 1988to 99that Liu Linghua focused his study on oil
painting,also the period of accumulation of his own art style.
Signed as contracted painter with Shanghai Broadband Television Corporation
in early 2000,he received his first harvest period of artistic creation after
long time of endeavor,as well as formation of a school of his own.He created
more than eighty pieces of works in two more years.His oeuvre in this stage are
based on archetypes in terms of Peking opera,additionally very a little on
still-lifes of flowers and landscape.In his painting,there are traces of those
expressions and techniques in the works of impressionists,traditional Chinese
painting and graphic arts:broad spontaneous brushwork,sensuous colors,treatment
of space and mass,bold and free expression,application of lines.He emphasizes
his subjective feeling,paying much attention on comparison of color patterns and
the grouping of parallel.His work has a quality which transcends the image
depicted on the picture plane.Through embodying certain characteristics within
every human being's character,particularly historic and dramatic character in
Chinese legends or sagas,his canvases is an opening through which the viewer is
drawn into the world of the artist and his beloved motherland China,experiencing
the joys and sadness of ancestors,understanding what the Chinese morale
are,fathoming the greatness of history and the depth of our own mystery.
The use of black is one specialty in Liu Linghua's art.The expression of
his love and comprehension towards human civilization,his worship to history and
his strong inside emotion consists of the most conspicuous feature in his
work.The integration of both contents and techniques in traditional Chinese
painting,graphic arts and oil painting makes his artistic style distinctive.
In addition to numerous exhibitions in national art festivals and art
exhibitions,his individual exhibition was successfully mounted in China National
Museum of Fine Arts in 2001.The display of his selected 26pieces of works for
2001APEC meeting makes him the only painter who enjoys and toasts the glory at
that time.In March,2002,series of his portraits on Peking Opera is nominated by
Ministry of Culture of the People's Republic of China as first group of Chinese
culture embassy,joining their five year project entitled "Chinese Culture
marching forward world"to stage yearly world exhibition tour.

Chapter One General Information
I.Liu Linghua Artistic Special Fund ("the LASF"in the following)is a
special fund that approved by Shanghai Cultural Development Foundation,the fund
is attached to Shanghai Cultural Development Foundation.
II.The LASF aims at promoting the development and the prosperity of the art
of oil painting in China.It promotes the creation works of oil paintings by
various ways,incubating oil painting talent,improving masses'artistic
accomplishment,promoting the social civilization;on the other hand,the LASF
strengthens the exchanges and cooperation of the art of oil painting both at
home and abroad,so that to make a contribution to the development of China's
cultural industry and undertakings.
III.The LASF observes the nation's relevant laws,rules and the regulations
of Shanghai Cultural Development Foundation.
Chapter Two Task
IV.The LASF keeps in touch with the groups,organizations and personages of
various circles of the societies at home and abroad those are earnest to the art
industry of oil painting via different ways,and strive for every kinds of
donation and supports.
V.The LASF actively promotes the development and prosperity of China's arts
of oil painting,imburses and supports the creation of oil painting,cultivates
the oil painting talent and holds some oil painting artistic exchange activities
with foreign countries.
VI.The LASF also make some efforts to further advance the development of
the oil painting industry in China by collecting some precious oil painting
works.
Chapter Three The Board of Directors (BOD)
VII.The board of directors is a policy-making body of the LASF.The BOD is
made up of artists in oil painting,enterprisers that support the development of
the oil painting industry and representatives of Shanghai Cultural Development
Foundation and so on.The BOD meeting will be held irregularly according to the
need.
VIII.The BOD will have one honorary President,one President,several
vice-presidents and several directors.The President and vice-presidents shall
last four years,can select and reappointed in succession.
IX.Authorities of the BOD
1)to constitute and amend the Constitution of the LASF;
2)to elect the standing President and vice-presidents;
3)to examine and approve the annual work reports and the financial reports
of the LASF;
4)to determine the invested projects and examine the executive schedule;
5)to determine other important projects of the LASF.
X.The President is in charge of the routine work of the LASF.
Chapter Four Directors and others
XI.To become a member director of the LASF,you shall be representatives of
the organizations and social personages both at home and abroad that agrees with
the chapters of the LASF,be earnest to China's art industry of oil painting,to
attend the activities organized by the LASF,assumes relative tasks of the
LASF.Applying to the BOD of the LASF and be approved by the BOD,the candidate
can be a member director of the LASF.
XII.The director has the rights to participate in and supervise every work
of the LASF,the rights to attend all the activities hold by the LASF and the
obligations that to obey the chapters of the LASF,to execute the decision of the
BOD,to accomplish the tasks assigned by the LASF positively.
XIII.The Secretariat and Finance Department of Shanghai Cultural
Development Foundation will take respectively the position as the secretary of
the President and accounting of the LASF.
Chapter Five The Fund
XIV.The source of the fund shall be financing imbused by the
government,donation from the organizations and social personages both at home
and abroad and other legitimate income.
XV.The management of the fund will be according to the regulations of The
Chapter of Shanghai Cultural Development Foundation.
XVI.The fund will be used in projects and activities related with the oil
painting undertakings.Signing every expenditure of the fund must be cosignatory
by both representatives that authorized by the President of the LASF and
Shanghai Cultural Development Foundation.
XVII.Shanghai Cultural Development Foundation will be responsible for the
operation and management of the value preserving and appreciation of the
fund.The fund can be deposited in financial institutions to take interests,or be
used to purchase the bond,but the fund can not be used in venture capital.
XVIII.The fund will abide by the financial systems,audit systems and social
supervisory systems of Shanghai Cultural Development Foundation.The fund
implements an independent accounting system,setting up an account separately,the
annual budget and final accounts will be reported to the BOD of the LASF.
XIX.When the fund,including the fixed assets,is less than RMB ONE HUNDRED
THOUSAND yuan (￥100,000),the fund should be liquidated.After the liquidation,all
the belongings will transfer to Shanghai Cultural Development Foundation,and the
LASF will be dismissed.
Chapter Six Supplement
XX.Explanation and modification right of the chapters belongs to the BOD of
the LASF.
