Shanghai Cultural Development Foundation Guide to Application for Supporting
Loans for Cultural Projects
For the convenience of applying for¡°Supporting Loans for Cultural Projects¡±,
Shanghai Cultural Development Foundation (hereinafter referred to as the SHCDF)
now, according to the¡°SHCDF Charter¡±and¡°Management Regulations of Supporting
Loans for Cultural Projects¡±along with its operating procedure, announces the
issues concerned with the application as the followings for consultation:
1. The scope of the supporting loans: Any insufficiently
funded project in accordance with Shanghai cultural development orientation, and
having market potential and debt-paying ability is qualified for applying the
supporting loans. Such projects include compositions, performances, productions,
publications, exhibitions, and activities in fields like literature, film and
TV, drama, traditional opera, music and dance, acrobatics, the arts,
calligraphy, photography and juvenile literature and arts, etc.
2. The object of the supporting loans: The following are
eligible to apply for the loans from SHCDF:
1) Citizens with registered permanent residence status in Shanghai;
2) Citizens from other provinces of China with residence permit in Shanghai£»
3) Foreigners working in Shanghai with permanent residence permit;
4) Legal persons or other organizations registered in Shanghai.
3. The form of the supporting loans: The supporting loans
for cultural projects consist of two major forms: consignment loan and pledged
loan. Meanwhile, SHCDF will subsidize the interest according to the degree of
the project¡¯s social benefits. To be exact:
1) Consignment Loans:
a. Consignment loan + 100% interest subsidy by SHCDF;
b. Consignment loan + partial interest subsidy by SHCDF (25%, 50%, 75%);
c. Consignment loan + zero interest subsidy.
2) Pledged Loans:
a. Pledged loan + 100% interest subsidy by SHCDF;
b. Pledged loan + partial interest subsidy by SHCDF (25%, 50%, 75%);
c. Pledged loan + zero interest subsidy.
4.Documentation Required: Please prepare and submit the
required documentations according to different applicants types.
The individual applicants are required to submit the following
documentations:
1) A fulfilled¡°SHCDF Application Form of Supporting Loans for Cultural
Projects¡±;
2) A copy of both the applicant¡¯s valid identity document and household
registration book;
3) Original and a copy of the prove of individual property;
4) A copy of evidentiary materials of previous achievements and any other
written, audio or visual materials concern with the project.
Provided that SHCDF Office has affirmed the qualification of the project,
another two copies of the documentations mentioned above will be required. One
copy will be sent to the accounting firm for feasibility analysis, while the
other to the commercial bank for credit evaluation.
Please note, any documentation that submitted (except the original prove of
individual property) will NOT be returned to the applicants.
The corporation applicants are required to submit the following
documentations:
1) A fulfilled¡°SHCDF Application Form of Supporting Loans for Cultural
Projects¡±;
2) A copy of both the business license and National Organization Code
Certificate;
3) A copy of the identity card of the corporation¡¯s legal representative;
4) A copy of evidentiary materials of previous achievements and any other
written, audio or visual materials concern with the project.
Provided that SHCDF Office has affirmed the qualification of project, the
following documentation is required to be submitted.
1) Two copies of all the four items of documentation mentioned above;
2) Two copies of the loan card information;
3) Two copies of the articles of association;
4) Two copies of both the document of approval and the report on the
verification of capital;
5) Two copies of both the financial statement and audit report for recent
times and the last year.
For the above five items of materials, one will be sent to the accounting
firm for feasibility analysis, while the other to the commercial bank for credit
evaluation.
6) A copy of the evidentiary material for the permission of loan by the
corporation¡¯s authoritative department. This copy will be used as the commercial
bank¡¯s loan-granting material.
Please note, any documentation that submitted will NOT be returned to the
applicants.
5.How to apply:
Applicants are welcome to log onto our website www.shcdf.org to
read¡°Management Regulations of Supporting Loans for Cultural Projects¡±. Please
download and print out the application form, mail or send the filled forms and
other necessary documentations to SHCDF office (Add: 396 Panyu Rd., 2nd floor,
Shanghai. Zip code: 200052).
Please mark the envelope as¡°Application for supporting loans for cultural
projects¡±.
SHCDF office must receive your application form and documentations not later
than 5:00 p.m.
No application form submitted by fax, E-mail or in any other electronic forms
will be accepted.
No application form that imitated by applicants will be accepted.
While copies of the¡°SHCDF Application Form of Supporting Loans for Cultural
Projects¡±that filled by applicants will be accepted.
