Background
With the advancement of
science and technology and the development of economy, especially the
application and prevalence of IT, a change in production method, the living
style, the idea and conception and the living environment of human is occurring
out of people¡¯s expectation. While the new reform brings us more convenient and
qualified life, it also brings us unprecedented challenges which will obviously
pose threat of unsafety to children, the most vulnerable groups, who will meet
more complicated and severe threat.
Children
are the future of the world. To build them a stable, harmonious and safe social
environment is one of the important preconditions for our country and nation¡¯s
sustainable development, which has drawn much attention from the governments and
experts from all over the world. The Chinese government has always cared about
children¡¯s safety. Especially after contracting The Convention on the Rights of the
Child, many related laws, regulations and policies have been enacted. In
early 2004, new policies were formulated to guarantee children¡¯s healthy
development.
After the successful conclusion of the
fourth international forum for children, the fifth international forum for
children will be convened in November, 2005 as scheduled, which will focus on
how to create a safe environment for children. This forum will provide the
experts and organizations from all over the world with an arena, on which they
could exchange research findings and put forward different point of views.
Objectives
The forum
will discuss the current safety problems facing children and the
responsibilities our society shall bear by:
formulating relevant
laws and regulations;
avoiding
various accidental harms;
providing
safe and qualified education, recreation and instruments;
realizing
children¡¯s rights and interests.
Via this
forum, we expect to provide more information, more opportunities of cooperation
and to seek more rules, methods, models and approaches which will help to
improve the healthy development of children at home and abroad.
We also
expect to further facilitate the communications among working staff for children
from various regions and countries and to promote the regional and international
project researches and create a better childhood for hildren.
